Bethesda has released the Fallout 4 Creation kit as part of the Fallout 4 Beta branch.
This all in one package gives you the ability to download and play the mods directly ingame aswell as access the tools (on pc) that they used to craft the Fallout 4 experience.
'Our goal was to make mods easier and more accessible than ever before, for both the creators and the players,' the developer says.
Your console friends can also enjoy your creations with this new cross platform system designed to allow mods to work seamlessly from, PC to XBOX One and PS4.
In order to access the beta you'll need to follow these steps, as per Bethesda:

Log into Steam
Right Click on Fallout 4 in your Library
Select Settings
Select Betas
A drop down menu will appear. Select beta
Select OK
Wait a few minutes and Fallout 4 should update
When done, Fallout 4 should appear as Fallout 4 [Beta] in your Library
With this Bethesda's new modding system bypassing Steam & Valve, will we see a return to monetization for mods? Only time will tell.

'Today's Creation Kit update adds the ability to optimize textures for Xbox One. If your mod contains textures, all you need to do is re-build your mod archives and re-upload your Xbox One mod to Bethesda.net.
The update does require a new redistributable for Visual C++ 2015. To properly install the new redistributable, you can uninstall, then reinstall the Creation Kit in the Bethesda.net Launcher. You can also download it directly here.
NOTE: CreationKit.ini will get reset when you reinstall the Creation Kit. We recommend using creationkitcustom.ini for your custom settings.
XB1 TEXTURE SUPPORT Prior to this update, mods used PC textures on Xbox One. With help with Microsoft, the Creation Kit is now able to post-process textures optimally for the Xbox One for improved performance. Optimal textures are now placed in a separate Texture archive.
We will be reaching out to top modders with Xbox One Mods that have textures, reminding them to update their mods with the new Creation Kit.
PS4 SUPPORT PS4 support in the Creation Kit is actively in development and coming as early as next week. Please wait for the proper Creation Kit update to start uploading PS4 Mods to Bethesda.net.

“For Fallout 4, our goal was to make Mods easier and more accessible than ever before—for both the creators and the players. By building an all-new system with Bethesda.net we’ve made a huge leap forward in achieving that,” Bethesda said. “You can now browse and search for the latest and greatest Mods, choose your favorites, post feedback, and install them—all within the game. Simply select Mods from the main menu, and start browsing.”
For those who aspire to making those mods, the Creation Kit is available as a free download through the Bethesda.net launcher. “It allows you to touch almost anything you can imagine, from how game systems work to the creatures, the dialog, and level design,” Lead Level Designer Joel Burgess explained. “It's something that's been important to us as a studio, to make sure we support our community in this way.”
The built-in mod support is available through the 1.5 update, which is still in beta, so you'll need to be opted in if you want to leap into it right now. To do that, just right-click Fallout 4 in your Steam library, select Settings, then Betas, and then “beta” from the drop-down menu. It'll take a bit for the game to update but when it does, it'll appear as “Fallout 4 [Beta]” in your library.

Bethesda asked users to provide feedback in the Fallout 4 Creation Kit forum, so it can 'update and evolve Mods and the Creation Kit based on your experiences.' More information, including a range of tutorials on how to actually use the thing, can be found in the official Creation Kit Wiki.
